Paraguay Expels “Commander H”: Former Tabasco Secretary of Public Security Will Be Transferred to Mexico to Face Charges

Paraguay has expelled Hernán Bermúdez Requena, alias “Commander H” or “El Abuelo,” the former Secretary of Public Security of Tabasco, who will now be transferred to Mexico to serve an arrest warrant against him. The decision was made after it was proven that his entry and residence in the country were irregular.

Bermúdez Requena was arrested in Paraguay on September 12, 2025, in an international operation led by Paraguayan authorities with the collaboration of Mexico.

Paraguay notified the Mexican government of its decision to expel him after verifying irregularities in his entry and residence in the country.

The transfer to Mexico will be coordinated by the Security Cabinet, the Attorney General's Office (FGR), the National Intelligence Center, and the National Migration Institute.

Upon arriving in Mexico, he will be admitted to the Federal Social Readaptation Center No. 1, known as "El Altiplano," in the State of Mexico, to continue the legal process.

He is accused of leading the La Barredora criminal organization, which links him to crimes such as criminal association, extortion, express kidnapping, and allegedly also drug dealing.

He has an arrest warrant issued on February 14, 2025, by a judge in Tabasco.

He is linked to the Jalisco New Generation Cartel (CJNG), a connection that aggravates the seriousness of the charges.

Bermúdez Requena was Secretary of Security of Tabasco during the governorship of Adán Augusto López Hernández. His ties to this figure have raised political questions.

Mexican authorities have been investigating him since at least 2024 for the aforementioned crimes.

It has been documented that, prior to his arrest, Bermúdez fled Mexico last January, allegedly to Panama, Brazil, and then to Paraguay.

Mexican authorities thanked Paraguay for its "firm collaboration."

What political implications will there be for Adán Augusto López Hernández, given that Bermúdez was appointed during his administration? Pressure is expected to clarify responsibility or possible omissions.

How will the judicial process unfold once Bermúdez is in Mexico? When will the initial hearing be, what evidence will be presented, and who could be implicated?

What impact will this have on Morena's reputation and public trust in security institutions?

The question also arises as to whether there will be more arrests related to La Barredora in other states or whether his network will be dismantled entirely.
